Secret and Top-Secret contracts happen every day and Solicitations with DoD/NSA/CIA and other classified requirements provide significant challenges for companies - even when they have TS/SCI level clearance. Bidders may have access to the top level solicitation, but often do not even know that there are additional documents associated with solicitations - including supporting documents that have details that are critical to your technical and pricing proposal.

Hidden files, non-stated “clauses incorporated by reference”, and in some cases unknown limited visibility into essential classified documents can dramatically affect your contractual obligations. These challenges can increase your exposure to potential deliverables affecting your ability to win, or worse – an “unable to perform” or defaulting on your contract. 

The Answer: Contractors must be better at reading these solicitations than the program people writing them.
